What Arkansas voters need to know about Hallie Shoffner
Persuadable Arkansas voters statewide need to see and hear the following message on all digital and streaming platforms at high frequencies, through Election Day:
The bottom line: Arkansas families are paying more for everything, farmers are going under, and Tom Cotton is spending millions of out-of-state dollars to keep a job he quit doing. Hallie Shoffner is a farmer who lost her family farm who decided to fight, and she’ll always show up for Arkansas.
Tom Cotton quit showing up for Arkansas. He works for Washington and his donors now.
Tom Cotton has been in Congress for nearly 14 years and has passed just seven bills. He hasn’t held a town hall open to the public since 2017, and he skipped the debate. While he’s been gone:
- Costs went up. Arkansas families are paying more at the gas pump and the grocery store, and Arkansas is the hungriest state in the country. Cotton spent a decade pushing for war with Iran, and Washington now wants another $200 billion for it.
- Farmers went under. Cotton voted against the Farm Bill twice, turning his back on Arkansas farmers and hungry families.
- Seniors were put at risk. Cotton voted for a budget that would raise the Social Security and Medicare age to 70.
- His donors got taken care of. Cotton and his allies have spent more than $13 million on ads, outspending Hallie, with money from America One and WinRed.
In six more years, he’ll keep putting Washington ahead of Arkansas.
Note: It is important that Arkansas voters hear that Tom Cotton quit showing up and doesn’t deserve six more years, especially on costs and the farm crisis. People searching Tom Cotton need to see this too.
Remaining persuasion targets over-index in Northwest Arkansas and Little Rock media markets and as 40-70. Increasing negative perceptions of Tom Cotton matters in each of these regions.
Democratic-leaning voters who skipped 2022 should see in digital ads and read in mailboxes that:
- Hallie Shoffner will fight to lower costs. She’s a sixth-generation Arkansas farmer who lost her family farm to rising costs and tariffs in 2025. She knows families can do everything right and still fall behind. She’ll put Arkansas first.
- Hallie will save Arkansas family farms. She’ll fight for a real Farm Bill that gives farmers room to breathe and take on the corporate lobbyists who run farm policy.
- Hallie will show up. She’s never run for office before. She’s running because Arkansans deserve a senator in their corner. We don’t have to be the poorest, sickest and hungriest state anymore.
- Hallie can win this. Arkansas hasn’t had a competitive Senate race in years, and strong turnout decides it.
It is important to meet these voters’ priorities, which include:
- Lowering costs, including groceries, gas and health care
- Saving family farms and rural hospitals
- Making this a change election focused on Arkansas families
